Any links for the English version?
Nothing was remanded back to the DC. This is a final ruling. All DC can do is ask for an En Banc panel and if denied ask SCOTUS for CERT as I read the ruling.
I talked to an appellate attorney who practices in DC and he said the DC Circuit rarely grants en banc requests.

Effective immediately (from 3/24/16)
-No expiration dates will be issued to the firearm registration.
-If the firearm registration has expired ( previous issued) Take NO action, no need to renew.
-NOT require that a person bring with him the firearm to be registered.
-Allow register 0ne more pistol per registrant during any 30 day period.
-NOT require that an applicant must pass a test of knowledge of DC firearms laws.
